Position Summary
We are seeking an experienced leader for the position of Administrative Vice President (Legal & Finance) to direct the university’s legal affairs, financial management. This role offers a key opportunity to build and optimize standardized, compliant and sustainable institutional governance systems and shape the operational management culture of BiUH.
Main Responsibilities
Establish and improve the university’s legal risk prevention and control system.
Conduct legality reviews for major decisions, asset disposals, external cooperation, and other matters, ensuring all operations strictly comply with Chinese laws and regulations related to independently operated foreign universities.
Fully oversee the university’s financial operations.
Formulate and implement financial plans and annual budgets, monitor revenues and expenditures, manage assets, ensure efficient and transparent fund utilization, promote asset value preservation, and maintain strict financial oversight.
Fully oversee the university's property management and logistical support.
Oversee the university’s internal control and audit supervision.
Supervise financial and compliance audits, promote internal control evaluation and continuous improvement, and ensure the standardization, security, and transparency of operations.
Coordinate efficiently with HSBI(Hochschule Bielefeld, University of Applied Sciences and Arts).
Leverage internal and external resources, expand international cooperation, and safeguard the university’s reputation and global influence.
Handle major emergencies and disputes.
Formulate emergency response plans, maintain campus order, and protect the legitimate rights and interests of teachers and students.
Supervise the formulation, revision, and implementation of university rules and regulations.
Standardize internal management processes and improve operational efficiency.
Assist the President in formulating medium- and long-term development strategies and annual work plans.
Supervise the implementation of key tasks to ensure the successful achievement of the university’s goals.
Complete other tasks assigned by the Presidium and the Board of Trustees.
Qualifications
Field of Expertise: Master’s degree or above, Associate Senior Title or above, PhD desirable.
Candidates are expected to hold a completed university degree, preferably in law, Finance, business administration, or a comparable field.
Over 5 years of experience in university-level management or in managing Sino-foreign cooperative education institutions.
Possess a profound understanding of Chinese laws and regulations as well as Sino-foreign cooperative education policies, with solid legal expertise.
Solid expertise in financial management, capable of independently handling complex financial matters.
Proven experience in establishing mature corporate governance structures and standardized operations, with the ability to develop robust internal control systems to ensure long-term, stable development within a compliance framework.
Excellent decision-making, organizational coordination, and risk management skills.
Fluent in both Chinese and English, with the ability to work effectively in a bilingual environment. German would be asset.
Work experience in Germany or familiarity with the German higher education system is desirable.
In good health and able to work full-time under high pressure.
Excellent communication and cross-cultural skills.

Contract Details
Expected Onboarding Time: ASAP
Contract Term: 3 years (including a 1-year assessment period, within which a 6-month probationary period is included)
Citizenship and Visa Regulations
Employment at BiUH is regulated by Chinese Labor Laws, and must comply with the regulations of the provincial government. These regulations stipulate who is eligible for legal employment with regard to obtaining work permits and visas.
